A grass fire you can step over becomes a catastrophe in two moves: it climbs, and it accelerates. Ladder fuels - brush and low growth standing between the ground and the tree canopy - are the climb. Continuous cured grass and thicket are the acceleration. Fuel reduction attacks both: cut the understory so there is no ladder, break up the continuity so fire has to work for every yard it gains.
